I can't find any rule in the codex saying that they can't only Terminators cant use rhinos or razorbacks

Yes up to 6 terminators will ride in a Storm Raven and it's a nice assault vehicle :)
Don't forget that if you move flat-out or turbo-boost (13-24") you can't disembark.

Blood angels can disembark from a storm raven moving flat out but they effectively deep strike anywhere the storm raven passed over taking dangerous terrain tests if they scatter. (Jump troops can use Descent of Angels rule) They can't assault if they disembark like this though.
